Queen Rutela is a character from The Legend of Zelda: Twilight Princess, She was the Queen of the Zoras until she was killed in front of her people as a message to any who may oppose the Twilight King Zant during his Hyrule.

She appears before Link as a ghost in Zora's Domain and again in Kakariko Village. At Zora's Domain, she requests that he find her son, Ralis, and ensure his safety. Once Link reaches Kakariko Village, the ghostly queen grants Link the Zora Armor, which was beneath the village's graveyard, in gratitude for defending her injured and ill son on a journey through Hyrule Field, to get to Renado, a healer trained in helping Zoras.
Ralis mentions to Link that she appeared to him in a dream and explains who Link is and what he looks like.
She mentions that she is the wife of King Zora, who is most likely a descendant of the Zora King of The Legend of Zelda: Ocarina of Time.

- Her name is likely a reference to Princess Ruto of the Zora tribe, from The Legend of Zelda: Ocarina of Time.
- The Zora's Sapphire (or an astral copy, as her son also is seen wearing it) can be seen hanging from her neck as a pendant.
- The music that plays when Rutela is encountered is an altered version of the "Serenade of Water".
