The Pictograph Contest Manager is a character from The Legend of Zelda: Majora's Mask. He is a large man who runs the pictograph contest at the Swamp Tourist Center, whereby he rents out a Pictograph Box to customers and rewards them for taking interesting pictures. He operates out of the Swamp Tourist Center in the Southern Swamp region of Termina. If Link manages to either take a picture of his son, Tingle, or the Deku King, he will receive a Piece of Heart from the Pictograph Contest Manager.
The Pictograph Manager has at least one son, a 35-year old man named Tingle. He is disappointed in his son because he does not want to act like a grown-up and spends all his time searching for "Forest Fairies" and making maps.

Theory warning: This section contains theoretical information based on the viewpoints or research of one or several other users. It has not been officially verified by Nintendo and its factual accuracy is disputed.
Since Ankle and Knuckle from The Legend of Zelda: The Wind Waker and The Legend of Zelda: The Minish Cap are Tingle's brothers, it is possible that they are also the children of the Pictograph Contest Manager. However, there has been no confirmation. It should also be noted that The Wind Waker takes place decades after Majora's Mask and possibly in a parallel universe, meaning Tingle is likely a reincarnated character.
