The Great Fairy of Power lives on Death Mountain Summit. After Link defeats King Dodongo in Dodongo's Cavern, Darunia instructs Link to climb Death Mountain to see her. When he does this, The Great Fairy of Power rewards the hero with the Magic Spin Attack. Whenever Link visits her fountain, she will fully replenish his hearts and Magic Meter.
The Legend of Zelda: Majora's Mask

The Great Fairy of Power resides in Woodfall. After Link collects all 15 pink Stray Fairies in Woodfall Temple, he can bring them to her to restore her original form, and will be rewarded with the Magic Spin Attack. She will fully restore Link's magic meter and hearts when he visits her fountain, regardless of whether she is whole or shattered.
